The city's budget process takes place over many months and includes input, participation, and collaboration by many different stakeholders, such as:


City staff look to Council priorities when composing the initial budget proposal. Council sets its priorities in a number of ways, including by establishing city policies, adopting strategic plans, and passing resolutions. 

In addition, city staff scheduled a number of public meetings ("Policy Work Sessions") at which they presented to Council on a variety of topics and received feedback on Council's priorities.
